I wanted to know if there is a possibility to grant only certain command action from a configured existing projection.
I want to grant/revoke my custom action here. Should the custom actions show up her after the projection is published?

Custom actions will only appear in “Manage Grants by Command” after the projection is fully published.
Even if the action itself is marked as published, it won’t be visible until the projection is published. After publishing, refresh the grants and the action should be available for permission control.

seems like this was just a caching problem and I should have waited longer for a refresh.
Next time I will try to directly refresh the security cache.
