A new question regarding search in a enumerated/LOV field with no data?
Example Person client Country is not mandatory and find the persons having a no value in the Countri field.
I can’t type !%
Is this good or bad?

Can not really categorize it as good or bad.
Sure it would be more user friendly if it was possible to select the empty values directly within the enumerated/LOV.
Then there's always the possibility to used the "Advanced Search":
