Does anyone know if there is a limitation of using persistent custom fields in a replicated environment.
Our field gets values in our offshore environment(Satellite) but the values are not replicated to our onshore environment(HUB).

No, we had IFS investigated this and solved. It was some specific code changes needed for an event we use.
So probably not anything related to replication of persisten custom field.

Is this being a common issue for all persistent custom fields or for a particular one. If its only for the particular custom field, it needs to be investigated with its data and types and how it has been created.
There was an issue with replication of custom fields with enumerations and it got corrected in APPS10 UPD12
