It does not look to be a screen to have its own projection .. but only an overlay existing in all screens.

This might be more into permission sets. Because I have a testing end user, and this user only has some product related projection grants (nothing related to this) and the permission set FND_WEBENDUSER_MAIN - granted via IEE ‘Create User’ window. And the ‘recent screens’ in Aurena is available for this user. The description of the mentioned permission set goes as ‘Basic role for end users of IFS Aurena. Contains framework functionality for end users’. So perhaps this might help you out, please have a look...
