IFS R&D does not support using APEX together with IFS Cloud / IFS Applications (Apps8, Apps9, Apps10). APEX is not installed in the database when the recommended DBCA templates are used. Hope this helps !

What version of Oracle are you running? (depending on the version you might already have APEX installed, but not enabled)
Is your IFS installation on premise or hosted in the IFS Azure cloud?
What functionality do you want to implement using Oracle APEX? Perhaps there is similar functionality in IFS that you can use.
