The IFS Technical Documentation - which should be deployed as part of your current IFS Cloud install - has full details about how to install/deploy an IFS environment in general.  That said, if you wanted to create an on-premise version for disaster recovery purposes I’m not sure how often you will be cloning the data from cloud to on-prem… without that you’ll have an environment but it may not be much use to you.

Depending on how/where your IFS Cloud environment is hosted you might find that implementing e.g. Azure redundancy with an on-prem redundant environment will give you what you’re looking for, and it will mean you won’t have to handle the detailed IFS setup since it replicates the VMs as a whole from Azure to on-prem hardware and it will inherently account for data updates at the DB level.

With a local installation, yes because you will need to maintain the codeline the same in both environments.  With an Azure replication environment, no because it replicates at the VM level.
