Yes, I stopped and started the MWS servers and then reconfigured successfully - no errors.

Looks like the client.war is not deployed or inactive. Try to login to IFS MWS Admin Console and see if you can activate it. Have a look at the answer in below post which explains some troubleshooting steps in detail:
