Can anyone please let me know why there is no REST Reader in IFS Connect?
Why Only REST sender is available?

I cannot explain the reason. However both INBOUND and OUTBOUD flow can be executed using REST Sender using routing rules, routing addresses and plsql_rest_sender_API.
You may refer the below content in the F1 documentation.

So it is not possible to create a REST reader endpoint that receives a message ?
