How to use Report Rules and Report Rule engine

Hello,

I am currently trying to rename the files of operational reports that print out. They are currently printing out as their Report id names, but I want the title to print out.

I am trying to do this through report rules, but I have never used it before, and the technical documentation hasnt been much help.

Please advise,
