I am trying to import an ACP from Dev to Bnt but I am getting below error.
Looks like the error is with the publish, but all fields are already published and were added to ACP after that only.

Yes but this can happen if you refer to a custom field in the same ACP as it is trying to deploy everything in an order.
Workaround would be to go and deploy the referred field first.
