Event Action to stop release of order when approval process has not been completed

In IFS Cloud I would like to create an event action that:

If the Approval Status is not Approved then I would want an error message to be displayed stating that the order cannot be released unless the order has been approved.

However, the order keeps getting released ignoring the event action.

In IFS Apps 10 this works fine however, in IFS Cloud there doesn't appear to be a Before/After toggle or option.
