Error when deleting end-user role

When deleting an end-user role in Apps10 we encounter the error “Unable to insert row.Combination of company XXX and site XXX not allowed”  what could be the cause and how to fix this?

Did you ensure that the end user role is not assigned to any users, both active and inactive?  I’m not sure if this would prevent removal but it’s something I would definitely verify and then retry.
