Error after changing IFS MWS password

Hello, after using the script change_mws_password.cmd to change the IFS MWS password, an error occurs when starting MWS.  Details of error message are below.  This is on Apps9. Has anyone experienced this?  

 

Caused By: weblogic.security.SecurityInitializationException: User ifs is not permitted to start the server. The server policy may have changed in such a way that the user is no longer able to start the server. Restart the server with the administrative user account or contact the system administrator to update the server policy definitions.

After changing the password, didn’t you try to do a reconfiguration ?. Does it give an error ?.
