Do users utilizing a Full User license also need a Employee & Manager Self Service License allocated to them ?

Full User covers absolutely everything, and so they could access the same pages that the LTU covers without any issue. It does require a USER though, so it’s not exactly necessarily a functional match to CTU perm sets, but it absolutely covers everything an LTU perm set would do.
