According to IFS this type of custom menu can be executed on both single and multiple rows.
I find this is not the case. I have a CM on tbwPurchChgOrderLinePart.
I expect I will be able to select multiple purchase change order line and be able to RMB on CM, but when multiple lines are selected the CM option get greyed out.
Has anyone noticed this issue?

This is a bug and was corrected on UPD17. Please apply the IFS EE Runtime Framework Binary Patch 9.0.57.0 to solve the issue or take UPD17.
What is your application version and UPD version.
