Conditional Display of Shipment Address When Different from Billing Address

I want to hide the shipment address when it is the same as the billing address, and show it only when they are different.

I tried adding conditions on the Shipment Table like:

tns:SHIP_ADDR_2 != 'BILL_ADDR_2'
tns:SHIP_ADDR_2 != BILL_ADDR_2

And for testing the opposite:

tns:SHIP_ADDR_2 = BILL_ADDR_2
tns:SHIP_ADDR_2 = 'BILL_ADDR_2'

However, in all cases the shipment address table disappears completely, regardless of whether the addresses are the same or different.

Question:
What is wrong with these conditions? How should I correctly compare the billing and shipment address fields in an IFS report template so that the shipment address is hidden only when both addresses match?
