Does anyone know how this works yet?
Will this tool allow me to add a filter for user XX (or a user group) to the PartCatalog page with the condition: part_no like 'ZS%'?
I'm not sure where to start because I don't see the "Add New" function.
I'd appreciate any tips.

You must use the APP DETAIL menu. It allow you to enter you where statement. I am using to filter my opportunities by representative. It is not done yet, but it is coming close to an end.
