We have started to get a number of background job errors that i cannot resolve. the error is: ORA-04021: timeout occurred while waiting to lock object IFSAPP.REPORT_SYS

below is the database process additional info:

Can anyone explain why this is now happening and a way to resolve the issue

For the best resolution, I recommend creating a SNOW case to the Support with your findings.
