We are interested in the same functionality.  Have you solved this yet?

I do not believe there is any out-of-the-box functionality to add a text box or banner via Page Designer, but as a workaround you could try this…

1. In Page Designer > All Elements, create a new Group
2. Give it a name, and add your banner text in the “Label” field.
3. leave the Content section blank (i.e. don't add any fields to the group).
4. In Page Designer > Active Page, add your new group into the Content section (if you want the “banner” to appear at the top of the page, add it immediately after the “selector”).

The Group will be shown across the top of the page, with the label in it’s header area. Clicking the header of a group usually expands / contracts the group to show or hide the fields within it, but because this group has no fields, clicking the header row has no effect (which is probably what you want for a simple text banner)

I found a much better solution (It seems I was wrong when about there being no out-of-the-box method to add a banner).

Instead of creating an empty group (as i proposed in my previous message) you can add a “Markdown text” element in Page Designer. You can use plain text, or you can use a markdown text editor to generate formatted text (bold, italic, bulleted lists, hyperlinks, images, etc) and then copy and paste that into the Text field in Page Designer.
