I am trying to activate the Rowkey for the AfpPayment entity; however, the background jobs remain in Executing status and do not complete.
Has anyone encountered this issue before, or can advise on how to resolve it?

How many rows do You have in the view corresponding with LU AfpPayment? If not quite large amount it should be problem with database locks.
Then it should take few seconds. Possible problems: database locks, process killed and no cleaup process activated then You see Executing state but no db job anymore, etc
