We found a bug in IFS Cloud  and needs to report the same with IFS.

Who needs to raise an Incident  for the same with IFS i.e Customer or Partner?

Hi,

Any of them can report issues to IFS (in the Service Center - https://support.ifs.com/csm). Partner can do on behalf of you in case you requested access permission to the partners users to create and see your cases.
