I have an issue with the tax clearance voucher.
The lines are not generated although the parametres seem to be correct.
Any suggestions why the selection is empty ?

Can you see any value on Balance per Tax Account window?
+21There are sequence of work that needs to be completed in order to have balance. I assume you dont want to use automatic tax proposal but just want to clear balances. Then basically update all vouchers to GL and click fetch tax transactions. Then you should see some balance on that window.
Tax Clearance voucher is created based on balances on Balance per Tax Account window therefore you must have some available amount to clear.
