Can a financial project be closed and reopened more than once? In testing, I’m having issues doing it a 2nd time, wasn’t sure if that might be due to customizations we have done or if that is base functionality to only allow a financial project to be reopened one time.

As a general comment from testing, you can complete and reopen over and over.
However, because this can be affected by other factors, I believe it is important to report any error messages that you receive.
Furthermore, I could envision no core logic that would count the number of times a project was opened / completed.
Generally, it should allow it. Details / any error messages, could easily change my opinion.
I believe you should report this to the people who did the mod, they should be able to trace any issue you have and review.
