Prototype Shop Order Costs

We are attempting to use the Prototype Shop Order to create first run sample parts.  As noted, a Prototype Shop Order does not use a buildable structure or routing, so while we do have structures and routings identified, they are in a Tentative status.  

We use standard costing for our manufacturing parts, however, with the tentative structures and routings, no cost can be calculated.  Our parts are set up as Zero Cost Forbidden.  We processed various shop orders under the prototype shop order and on our inventory transactions page, there was an inventory value given to the parts.  I have looked at the shop order details, etc., and I am just not sure how an inventory value was calculated.  It did not use actual or estimated, and it did produce an unfavorable variance.  Please help me understand how an inventory cost was calculated.
