We are using the External File Template (ExtSuppInv) to upload external supplier invoice file (.csv).
We managed to load the file and checked for laod errors and found none.
Then, we try to Create Supplier Invoices from the loaded line items. But we received this error message.
“Part creation of invoices is not supported for Load ID <#>”.
Can you help us figure out what is causing this error message when trying to create an invoice.

Both External Customer invoice and external supplier invoice has a basic data area. In some versions this is call parameters in others it may be called a basic data. See the external invoice folder.
In the basic data / parameters screen, IFS has an option for partial create. Depending on the scenario, the solution can have the box checked or not checked. - Usually for testing I highly recommend to allow a partial create (like you are wanting). In some cases, after testing, you want the file to load complete.
See the check box (I assume partial create is off).

Just one remark - creating external supplier invoices you may face issues/errors not checked/existing at invoice check stage. Having requirement to create all invoices from the file together is useful for data migration purpose - it blocks creation of entire file giving you chance of correcting wrong setup which might affect invoices considerered as correct as well as rejected.
