Order reports can not view

This looks like a permission issue for the reports themselves. Best would be to review the permission sets the user has, and add the relevant reports to the relevant permission sets.

User groups within finance manages which periods and what types of postings a user can make. It’s not related to reports.

User groups within solution manager allow to group users and manage user permissions in bulk.

How can I grant permission sets in report wise as you mentioned in the comment?

You can go into the Permission Set which needs access to the report, search for the name of the report, double click and grant the report using RMB:

You can see the report names if you look from a user who has access to all reports.
