Error Message: "Not Allow to use year open period"

We have a user who created a manual voucher, but there were no approvers entered. When trying to add them in, we received this error. Has anyone seen this before?

Hello

Select a user group on the header before doing anything. When it is blank, IFS tries to validate with blank value and returns this error.
