Do these document titles have the Restricted Access set to ON?
Is this Document Class configured in Document Class Management so that all new titles are set to RESTRICTED_ACCESS = Y?
If so, then without a minimum level of View access defined on each of these document revisions for other users, users creating the document revisions in this Class will have only their document revisions visible as they are the administrators of their own documents. And documents in this Class created by other users will not be visible (will not appear) in the attachments panels.
Until the User/Group access (Admin/Edit/View) is defined on each of these existing Document Revisions with Restricted Access, only the creators/administrators/responsible or users with the system privilege of Document Administrator will be able to see that these document revisions exist.
The restricted access controls who can see the records, the settings on Document Access control who can do what with the records.
Going forward, it would be your choice to enable/disable the Restricted Access on the existing records and change the setting for all new records.
Once you establish the Document Access template for this Doc Class as mentioned above by @Abdul , other users will be able to see and Admin/Edit/View any new documents established for this class, regardless of the value for Restricted Access.
