I want to create a depreciation method If an asset placed in service first half of the month, start depreciating current month, if asset is placed in service second half of month, start depreciation the following month. How can I set up this as a depreciation method?

I don't think that you can set starting principle of a method based on a condition. I can suggest using a method with starting principle assigned period. With this option user must enter manually depreciation start period. They can select current or next period according to service date.
