I am trying to delete a Permission Set but i am not able to
I get this error. The permission set is not granted to any users and it is empty permission set , yet i am not able to delete it.
The Fnd Role "" is used by 1 rows in another object (Fnd Role).

This issue can happen if you have already created a duplicate of the permission set you are trying to delete. If that is the case, remove the duplicated permission set and try.

did you assign another permission set (functional) to this permission set?
Maybe the functional role is being used somewhere else?

That is seems causing the issue. The duplicated permission set keeps a link to the original in the Duplicated From field, and that link may be blocking the deletion.
One option is to create a new permission set from scratch and add the permissions you need without duplicating it. But if there are a lot of permissions and grant to recreate, that can be a lot of work. In that case, it may be simpler to leave the original as it is and just unassign it from users.

Yes. This is absurd. Have to re-create everything. it defeats the purpose of Duplicate if it keeps it linked to the original.
