We are trying to determine when a credit check will be done for customers we have assigned to the Active Credit Control group. The Active group currently does not have any of the Credit Check At flags set. Does that mean that NO credit check will happen?

Not checking anything in a credit control group would be same effect as if you did not have a credit control group on your customer. The credit will not be checked as you are not telling it at what point you want it checked

As you have not enabled any credit checks for the customer group the credit check will not be done by group basis.
But the credit check will be done in the Company level and Customer level. You can verify if you have given any credit checks by checking the below.
- Customer window > Credit Information > Credit Control Details
- Company window > Invoice > Credit
