is there a way to include the copy of report codes when creating a new company form the template company?
We think this is arranged in the component registration but how can see whether it's activated? below we see it is activated however report codes are not copied from template company to new company:

The report code window that you shared in first screen shot is part of PRJREP component. Basically it is for project time/cost reporting.
However, the report code you shared in second screen shot is from INVOIC module. See the screen shot for it. Basically, you are looking at wrong data.
AvailableReportCost logical unit is not available under PRJREP component registration.
Long story short, what you are requesting is not possible with company template.

Thank you for your detailed feedback regarding the report codes issue. We fully understand your concern about the manual copying process and the potential for inconsistencies it introduces.
After further validation with our product experts and R&D, I can confirm the following:
Technical Limitation or Design Decision: Currently, there is no support for copying report codes from the company template to newly created companies. Report codes are part of legacy functionality that was introduced long before company templates were designed, and support for copying report codes via templates was never implemented or prioritized as part of that framework as it has not been a common requirement in the past.
Documentation: Unfortunately, this limitation is not explicitly documented in the product documentation.
Future Plans: At this stage, there are no confirmed plans or release commitments to change this behavior, but we recommend submitting an Idea through the IFS Community which allows product management to assess demand and formally evaluated for future releases.
Currently, the only supported approach is to manually create or copy the report codes after the new company is set up. If automatic copying is required, this would need to be handled via a CRIM or logged as an Idea on the IFS Community for future evaluation.
