We are setting up BACs file with new bank, have set up a new cash account in IFS and also a Payment institute
How do I connect these, as I cannot create a BACs file using the new cash account

You need to connect the BACS payment method to the payment institute of cash account.
This can be done from the Payment Institutes page by selecting the Payment Methods per Payment Institute command/RMB option.

If this is the correct cash account, please ensure that the BACS payment method is connected to the payment institute associated with the HSBC GBP account.
Otherwise, select a cash account that is connected to the HSBC payment institute.
