Chnageing account in voucher

Thanks for your answer, I think your answer is correct but I can’t test it on my enviroment because “+” sign  is not active in any account.

Any idea about it?

 you need to select MSF voucher first, the one from the first screenshot

There should be postings in View Voucher Rows tab as well as in Voucher Postings tab.

Does your user belong to the AC group?

I think Aneta is right if your voucher is manual one (function group M, Q or K).. 
In case of other function groups, vouchers are generated automatically by system functions and cannot be manually modified.

1- MSF voucher selected.

2-Voucher Rows have lines but voucher postings tab is empty.

3-I am logged in with IFSAPP, but I checked all authorizations and IFSAPP belongs to AC group.

But still I am not able to create a new line with ‘+’ sign, it is inactivated.

 seems, that the MSF voucher type doesn’t belong to one of the manual function group: M, Q or K:

You can check this in Voucher Types Analysis
