Use Business Reporter - 

If a business reporter report was previously created and published in IFS, and you're running the report from within IFS, you do not need the excel add on installed. 

If you’re truly using business reporter - to run, edit, create and similar, business reporter reports - then yes it must be installed for that user’s excel.

I am only seeing an empty report in an excel.. Is that something to do with IFS Business reporter Add IN not installed?
