Budget exceeds while Revoking PR/OQA (not while creating and Approving)

Hi There,

Budget exceeds while Revoking PR/OQA ,where as it did allow to create and Authorize the PR and OQA without any error..

    We’ve observed the same issue. Our consumption point is PR generation.
