What is the baseline expectation of the relationship between PSOs scheduled date/time and updating FSM Planned Start Date?
Should FSM be updated with every new date/time selected by PSO?
If not, what would be required, and what would be the impact of having this functionality?

Plan datetime will not be updated upon soft allocations (i.e. Activity is at allocated status). It will update only if commitment is fixed or status is changed to a committed or higher status.
You can have a BR or a Scheduled process in FSM to update the Plan Start with the details in DSE_ALLOCATION FSM table. For this, you need to enable the DSE broadcast. Processing DSE broadcast in FSM is somewhat a performance incentive process. That is the one concern.
