This is hard to answer as there could be tons of reasons such as: lack of skills, resources too far away, SLA window too narrow, etc. If you are on 6.10 or later, try to run an “Explanation Request”, which may give you some indication why these activities were not scheduled. Another option is Schedule Assistance, which could help you find out if the problem is related to skills, region, travel.
