PSO - Appointment booking through workbench

I am trying to send Integration messages to PSO to create a bunch of resources & there shifts/skills/ect. Then send in an activity with an appointment template to then use PSO Workbench to book the appointment.

However, i cannot seem to get it to work & have observed some very strange behavior that would love any information about.

First let me set the stage!

Here is what my resources & shifts look like:

I created an activity that matches 3 of my resources (in fact you can also see its already scheduled above to 1 of them):

But when i go to appointment booking i see this (all slots on Monday are unavailable):

First off i cannot figure out why the UI here is so small with a huge scroll bar on the right but thats neither here nor there.

But here is my observations:

1. If i only create 1 shift for today & an activity with SLA pointed today i got NO slots returned.
2. If i create 2 shifts (today & tomorrow) &  an activity with SLA pointed today i get slots returned with all stating Unavailable.
3. If i create 2 shifts (today & tomorrow) & an activity with SLA pointed to Tomorrow then i get slots returned for TODAY (& not even tomorrow).

I just want to create an activity & use workbench to perform same day appointment booking & have that reflect on the schedule once appointed.
