Prerequisite over ridden

Hi all, 

Can a manual commitment over ride the prerequisite demand of a job ?

FSM has sent the prereq over OK:

7275 should be scheduled before 7274, but PSO has scheduled them the other way round, I notice in FSM that these have been committed by a user rather than the system. Would this over ride the prereq set on the job ? Task 7274’s SLA doesn’t start until the day after, so the system would not have been able to schedule it. (plus it’s out of shift when committed).
