If the METRIX account password has expired in FSM. Will this have an impact on the other mobile users' logins as well?

As per my understanding, you wont have an impact on other mobile users unless their password have been expired . Since the password of METRIX account is expired the users who access through METRIX credentials will be affected.

If this METRIX user is the one that internally used by the FSM mobile and if that user’s password has been expired, your mobile users cannot log into the FSM mobile even after changing that specific user’s password from the smart client. That means, passoword expire of internal FSM mobile user affect all the mobile users. To avoid this, set the password_expire_dt of that user to a future date.  During the baseline upgrade this date normally  set to future data (100 years) from the installation date.
