Message Routing Rule - How to send to multiple e-mail addresses

Hello,

For the Message Routing Rule ‘EmailTo’ argument, is there a way to list multiple e-mail addresses the message needs to be sent to?  I have tried both a comma and semicolon separator and neither provides the desired result.
