This fast mode synchronization is not working in our FSM. We checked this in the below way:
We have kept the sync interval 1 minute and changed the status of a task. We could see that these change went to ready but after 5 seconds, it did not disappear from ready (nor the change reflected in FSM). Rather, after 1 minute only these got disappeared from ready and status change also got reflected in FSM. So sync is always happening in the interval specified (that is 1 minute) but not in 5 seconds whenever the messages are ready to upload.

According to FSM 6.0 release notes, fast mode synchronization has been introduced as an enhancement.
Please refer the attached release note.
Fast Mode Synchronization
A new enhancement introduces Fast Mode synchronization, which increases the upload frequency from the mobile device to the server. Fast Mode synchronization shortens the sync interval to five seconds when messages are ready to upload. When uploads are complete, the sync interval returns to the value you specified.
Fast Mode is disabled when there is no connectivity or sync errors to resolve.
