Where in the cloud can i see the status of a service resource if they are clocked in or not. client needs to be able to report on this for safety checks.

In the Dispatch Console you can see this indicator (green=on shift):
Another place is the ResLatestEventStatus entity:
Note that this only shows the latest status i.e., the logoff event in the afternoon will replace the logon event in the morning.
