It’s likely because there has been no change/load file sent from the source system recently. What is the source system in use?

@nitesh - PSO does not have its own clock (so to say), but expects every time update from the upstream system. In your case that upstream system either did not send an update at all or uses an interval that is longer than 15 minutes.

@nitesh If you are using PSO together with FSM, check the FSM Integration Monitor schedules. Usually, a schedule is configured here to advance the timeline.
