I tested the same in FSM 6 U17 and experienced the same. I was able to create a PO with a quantity less than the value specified in minimum_order_qty field in the supplier record without any error.
But, I was able to get the same quantity I added in the PR to PO (quantity 3).
I setup the minimum_order_qty default value to 5 using custom metadata and checked the issue. But still I was able to create a PO without error. I believe this issue should report to product development team for a fix.
