Can anyone confirm that if Initial Lobby is defined on Person also on associated Role, then which Lobby takes precedence. Can we make it to enforce Person's lobby to overwrite Role's Initial Lobby.

If a person has an initial lobby defined in their person record and has an initial lobby defined in the role that is assigned to him, the initial lobby that’s defined in the role will take the precedence. As for your requirement, it the current architecture that does not support.
It makes a lot of sense that you just have the initial Lobby just define in the person record and not in the person’s role. because involvement of roles is tricky part at instances where you could be allowing some from one role and you could be restricting some from the other, if you have multiple roles assigned to a same person as well.
