FSM 6.13 :PSO Work Bench does not load while accessing through FSM Web Client 

Quickly tested this but working fine. Did you check whether the browser is blocking the pop up?

Even if browser pop up blocker is allowed the PSO page is not opening up

I also had this issue and you might try unchecking PSO System User, saving, then checking it again and saving to see if that forces the key to generate.
