I’ve updated the design and saved the revision on my phone in the designer, but all the other users are still seeing the old design until they manually go to Admin > Refresh Design Data.
Is there any way to push out an update to all devices with the new design?

This is the only way of getting the Designer changes instead of re-initializing the mobile. When user clicks on refresh Designer Data, all the relevant data related to design will be downloaded to mobile hence assigned design will be refreshed with new data. this is manual step to be perform.

The worse thing is not being able to monitor how many users are using the new revision.
