Under work task , if I go to document section there is no download button coming but for other users it is coming , the configuration for both the users is also same.
Screenshot1 has download button .
Screenshot2 doesn't have it.

The issue is now coming for other users as well and also at work order level too.

Did you check that the user has access to the document revision (directly or via a Person group) ?
It was document access in my case. Thanks ArcPierreL
